Well, the problem is almost certainly something to do with the NoPIA feature of .NET 4.0 (see e.g. this summary of a PDC talk). I don't know to what extent F# is supposed to support NoPIA, so the behavior you're seeing might be expected (but unfortunate), or might be a bug...
