To answer my own question, you build larger interactive libraries by including the #r calls only on one page. Each page, however, can use #load to load in other source files. So there is a chain of loads, with each source file having the #r s commented out except for the file you are currently working on. This allows large groups of files and also the ability to "pop in" to any one file and work with it in interactive mode
