I use a C# project to maintain the .resx file. While the F# project will correctly build and link the resources you cannot use the designer to modify the file. Also of note. I copied the resources directory from the C# project to F# in order to get the resources into a directory in the F# project. This has some side effects which may include crashes so I'd avoid doing that.

For whatever it's worth, I found a quick snippet of C# code to create a .resx on the fly. I mentally translated to F# (it was a very short code snippet), ran from the fsi and everything was good. Oddly the .resx which was created by the code snippet was not quite correct but I was able to fix it pretty easily.

I may post the code snippet on GitHub or some other means of sharing code snippets just because it's fairly straightforward and it's handy if you need a .resx and you're in the same situation I am/was in.

There aren't templates for it, but if e.g. you have C# Express or otherwise have a .resx file lying around, you can 'add existing item' it to your F# project and it will be understood for the most part.
