The most popular options for creating web pages on the .NET platform are:
ASP.NET: [link:www.asp.net]
Microsoft MVC: [link:www.codeplex.com]
Mono rail: [link:www.castleproject.org]
All are free but particularly ASP.NET will be difficult to use without visual studio (There is a free visual studio express target at web developers but haven't used it so can't really comment [link:www.microsoft.com]
I don't think any are that hard to install or configure but I'd say of none the options are that easy either without some knowledge of IIS and the .NET framework.
None of the options support F# out of the box but all can be used with F#. You'll be able to find some blogs about using F# with asp.net or Microsoft MVC with a bit of googling.

My only experience with web development was in Java, on JBoss app server. Now that I am getting into functional programming and the whole .NET thing, I am wondering what all the options are for web development on F# (or other functional languages).
I have heard of asp.net. but I haven't found so many asp.net guides that focus on F#. On top of that, I havn't seen so many easy to install / free asp.net options (I did come across abyss webserver, Mono's XSP, and a AS IS code sample from MS called cassini).
What I am really looking for is something that is very easy to install and easy to get started programming on, something like Ruby On Rails.
I did come across one project called Ocsigen, that is a webcontainer for OCaml. Unfortunately I havn't had a chance to try it yet.
