The most popular options for creating web pages on the .NET platform are:

ASP.NET: [link:www.asp.net]

Microsoft MVC: [link:www.codeplex.com]

Mono rail: [link:www.castleproject.org]

All are free but particularly ASP.NET will be difficult to use without visual studio (There is a free visual studio express target at web developers but haven't used it so can't really comment [link:www.microsoft.com]

I don't think any are that hard to install or configure but I'd say of none the options are that easy either without some knowledge of IIS and the .NET framework.

None of the options support F# out of the box but all can be used with F#. You'll be able to find some blogs about using F# with asp.net or Microsoft MVC with a bit of googling.
