Yes, they are the same, but we're deprecating the former. This is for the reason you mention - have "one way to do things".
We'll be announcing a series of this sort of cleanup over the coming months: some modest deprecations will be rolled out in the next "update" release to the current MSR download of F#, and some additional deprecations and/or feature removals are likely to occur in later (e.g. productized) versions.

Is there any difference between
let foo (x :> 'a seq) = ...
and
let foo (x: # ('a seq)) = ...
?
I am confused that there's always a zillions ways for the same syntax in F#...
