Last time I had a similar problem, it was because of a assembly conflict. Basically, I had installed .NET 3.5, then installed VS 2008 without uninstalling .NET 3.5 first. This caused a pretty bad conflict that resulted in similar runtime delays as you seem to be experiencing (I was getting them on fsi.exe as well).

The problem "sort of" fixed itself because I had to completely reformat my computer and reinstall everything from scratch. So, I ended up with no problem. If you have a similar situation, try uninstalling VS 2008, then .NET 3.5. Finally, just install VS 2008.

I have tried the exe on another machine and it works fine. I have both .NET 2.0 and .NET 3.5 currently installed but haven't installed VS2008 (only VS2005). It may be a similar assembly conflict ...

Just tested this with version 1.9.3.7 and I'm not see this behaviour. Would it be possible to upgrade and run the test again? Also, what operating system and version of CLR are you using?
