Yes, commercial development is allowed using the F# compiler. I believe the most restrictive thing about the license is that at the moment it stipulates that you must staticlly link the F# libraries, this is to try and avoid a DLL hell while the libraries are under develoment. All I can say is read the license carefully if you plan to do a commercial release. It is also worth noting that I believe the license terms for the compiler are under review at the moment and we are likely to see some postive movement from Microsoft on this front in the coming months.

I believe Unicode lexing is has been on the TODO list for sometime and is nearing the top. I think Don said it would be in the next major release, which tend to be at about 3/4 months intervals (and the last was the beginning of august).
