Participation
Those that have interest in the performance of F#, whether in measuring, comparing, or otherwise are invited to participate.

Scope
The Hub owns this information. This information DOES NOT LEAVE THE HUB for any reason whatsoever. Members of the MSR/MSFT F# team have permission to use collateral from the cooperative for the benefit or improvement of the F# Language unless otherwise specified on a case by case basis.

Objectives

1. To discover the performance characteristics of F#.
2. To communicate those characteristics among hubFS membership.
3. To communicate those characteristics with the F# team.
4. To provide for a disciplined means to improve the performance of F# through common findings and understanding.

Caution
This information is for the improvement and understanding of F# and the performance of F#. While the objectives are clear, this information as prepared here (and in corresponding collateral on The Hub) can be easily abused "in the wild" and therefore, it is important that the boundaries on this information are distinct. Those that choose not to respect those boundaries will likely not participate in hubFS activities in the future. I mean to be clear on these issues and I will not take lightly, anyone who chooses to make reference to findings as described here in any public forum. The responsibility of the performance of F# is under the guidance of the F# team and at their discretion to state and defend as they see fit. The work here may assist or provide benefit for the F# team, but the ramifications of the misuse of this information can be devastating.

Approach
The scientific method will be used for all work here. If there is a compelling reason to choose otherwise, consideration will be made. All studies must include objective work in some form of the following:

1. Hypothesis
2. Formal Experiment Abstract
3. Experiment Execution Plan
4. Experiment Data Collection
5. Summary and Evaluation of Experiment
6. Formal statement of hypothesis with conclusion to support or deny the hypothesis.

Motivations
The invitees on The Hub are a diverse group, but among the membership is a core group of .NET professionals that have significant experience in IL and surrounding works. This collective can provide significant advantages in the measurement and understanding of performance of F#. It is my hope that the findings of this cooperative will provide for clear information in the use of F# and also provide for a means of disciplined work that will be of benefit to the F# team.
