Hi, here are my 2ct:

1. yes F# can do this (as a full .net languague because the framework can).

2. no it's no fun

As I tend to use n-tier anyway I allways tend to write those data-access-layer things in C# just because of the tooling-support for C#

and also F# does COM interop much like C#.

Short answer: F# is capable, though at present there are fewer docs/samples for this kind of stuff.
