My (early) assessment of F# is that it's better suited than most languages for modeling and rules engines. For one thing, F# plays nicely with lists and tuples. I've heard that F# has a basis in FOL and predicate calculus. It many ways, it seems a natural for fact based modeling.

As F# is a Microsoft property, I can't think of a reason why they wouldn't take advantage of it for their BizTalk products (but they have a history of not always sharing between teams).
