This is such a common problem that I think it needs to be addressed in some way until it's addressed more fundementally.

Is there time to add one Warning to the compiler output whenever there's a FS0039 that says,

"Make sure your source files are ordered in

the solution explorer so that entities are

defined before they are used"

or something?

Actually, instead of a warning, it could be a dialog box with a "[x] Don't remind me again" so people are sure to see it...
