C# Construct = Cyclic Reference in F#?

Ignoring for a minute why anyone would want to use this construct, is there some way to do the equivalent in F# (e.g. make a function that returns itself) without getting a cyclic reference error? I keep thinking that there's either a simple way to do it, or else a simple way to prove it's impossible, but I can't quite puzzle it out:
