As far as I understand it (I have only toyed with it a bit) it's not only a refernce. Because there is a post-processor step where your F#-code gets translated into JavaScript code and so on.

For this you need tools that auto-generates code - like the Entity Framework / WCF / WPF / Winforms / ... Code generators in VS and those have to be installed into the environment.
